Who carries the risk
The notice ends with a warning to both sides: for anyone who enrols outside these rules, the Authority says, the responsibility lies with the student and the institution alone. For a family paying a private college, that is the practical point. A place offered to someone below the cut-off, or without a COC pass, is a place the regulator has said in advance it will not stand behind.

What to check before you pay
- For a first degree, that your Grade 12 result reaches this year's cut-off. The route for students who did not reach it runs through the remedial programme, whose own university mark is in the remedial cut-off.
- For a master's, that you hold an NGAT pass. This year's results are in the NGAT results item.
- For a degree or diploma earned abroad, that the Authority's equivalence evaluation is done before you register, not after.
